Position purpose

Advises on the University’s legal obligations under human rights, harassment and sexual violence legislation. Conducts confidential, neutral and impartial investigations and writes investigation reports as required. Provides leadership and expertise on related policies, programs, and training and public education content. Manages reported incidents of non-sexual harassment and discrimination. This position supports the Human Rights Office in fulfilling its unique and exclusive role in relation to the HRO’s mandate under Policy 67a – Prevention of Harassment and Discrimination and Policy 67b – Prevention of Sexual Violence.

Specific Accountabilities

  • Conducts confidential, neutral and impartial investigations and writes investigation reports as required.
  • Receives, analyses and seeks to resolve, in a timely manner, harassment and discrimination complaints brought by members of the University of Ottawa community (students, professors, staff and visitors) initiated under University of Ottawa harassment and discrimination policies as required by human rights and workplace health and safety legislation (Policie 67 a – Prevention of Harassment and Discrimination and Policy 67b – Prevention of Sexual Violence)
  • Facilitates the resolution of complaints when possible and appropriate through interventions including problem-solving, facilitated dialogue and training. Counsels and intervenes in highly critical situations when there is a possibility of the occurrence of bullying, violence or imminent danger to the involved parties. Monitors and ensures follow-through of the conditions of the agreement between the involved parties.
  • Provides leadership and expertise to senior management in the review of policies and procedures to ensure that provisions of University policies, procedures and collective agreements that deal with harassment, discrimination and sexual violence comply with the current legislation and jurisprudence, as well as research on effective practices and procedures.

Knowledge, Experience, Competencies, and Skills

  • University degree in law (LL.B or J.D.)
  • University degree in a related discipline such as industrial relations, management, or relevant experience
  • At least 10 years of experience in management of situations of conflict and/or incidents of harassment and/or discrimination
  • Significant experience (10 years) in conflict management in a multi-unionized environment
  • Advanced experience in complaint investigation procedures and confidential processes
  • Advanced knowledge of anti-harassment and anti-discrimination legislation operational in the workplace
  • Extensive knowledge and experience in the areas of programs, including training and campaigns on the prevention of harassment and discrimination
  • Dispute resolution skills, including problem-solving, active listening, and facilitated dialogue
  • Initiative in the development and use of intervention, training, education and prevention strategies
  • Extensive ability to use high level of discretion when handling sensitive and confidential information
  • Ability to handle complex discrimination/harassment issues with no significant professional guidance or supervision
  • Excellent judgment, clear and critical thinking, superior writing and reasoning skills, persuasiveness, the ability to command respect, and unquestioned integrity and discretion
  • Ability to work under pressure and meet tight deadlines
  • Skilled at interpersonal relations, particularly the ability to forge consensus out of divergent views of many different University constituents without losing their trust and confidence and the temperament and to work with a wide variety of personalities
  • Ability to manage time effectively, which in turn supports the ability to handle many matters simultaneously
  • Sound analytical and evaluative skills and independent judgment
  • Demonstrated ability in writing reports and procedures
  • Proficiency in word processing, spreadsheets, database and presentation software applications as well as highly developed research capabilities
  • Strong verbal and written communication skills in French and English - essential
