TÜV SÜD ARISE is one of the largest providers of unbundled jurisdictional and shop inspection services in North America, and a global provider of ASME and National Board Post Construction inspection services.

POSITION SUMMARY:

An ARISE Employee who holds a current and valid National Board Authorized Inspector Commission

and has been designated as Authorized Inspector (AI) by ARISE.

JOB DESCRIPTION:

The Authorized Inspector shall demonstrate the ability to perform shop and field (on-site) ASME/NB

inspections to the satisfaction of the Agency employing him.

EXPERIENCE:

Individuals for Authorized Inspector shall have met the experience criteria listed in RCI-1 Table 1, and the satisfactory completion of the National Board “New Construction Commission” course, hold a valid and current National Board Commission card. The individuals shall have attended the National Board course for Authorized Inspectors and received a passing grade on the Authorized Inspector exam given by the National Board. Individuals shall achieve a minimum of 80 hours on the job training in ASME shop/field fabrication and inspection under the supervision of a designated Authorized Inspector.

RESPONSIBILITIES:

Recording daily inspections performed for verification, witness activities, and quality program monitoring activities in the Inspector Diary.

Verifying the Certificate Holder has a valid Certificate of Authorization covering the scope of code activities to be performed at the location.

Verifying the Certificate Holder has a valid Certificate of Authorization to register with the National Board, if the items are to be registered.

Verifying that the Certificate Holder has the necessary ASME BPV Code Editions, Addenda,

referenced standards, and code cases to cover the work planned. • Monitoring the Certificate Holder’s accepted quality program on a continual basis.

Verifying that any revisions to the Certificate Holder’s quality program meet ASME BPV Code requirements before implementation.

Notifying the Certificate Holder and the Authorized Inspector Supervisor, when appropriate of any nonconforming condition.

Verifying that all applicable design drawings, specifications, and instructions for each job, including revisions, are complete and accurately reflect the ASME BPV Code requirements for the work to be performed.

Verifying that design calculations for each job are complete and meet the requirements of the ASME BPV Code and the Certificate Holder’s quality program. The Authorized Inspector is not responsible for the accuracy of calculations.

Verifying that design calculations for each job are on file and available for review.

Verifying that only intended and identified material, as specified in the appropriate section of the ASME BPV Code, is used in code construction.

Verifying that material is identified, documented, and remains traceable in accordance with the Certificate Holder’s quality program and ASME BPV Code requirements.

Verifying ASME BPV Code-required documentation for material (partial data reports, material test reports, Certificate of Conformance) is available for review for each job.The Authorized Inspector

shall review material test reports, and/or other material documentation required by the ASME BPV Code to ensure ASME BPV Code compliance.

Reviewing and accepting the method and extent of material defect repairs, prior to work being performed.

Designating inspection points at stages of construction that will provide meaningful results to verify ASME BPV Code and quality program requirements are met.

Performing inspections at designated inspection points.

Performing internal inspections whenever access permits and when required by the ASME BPV

Code. When access is not afforded based on design, the Authorized Inspector shall use other

means to verify ASME BPV Code compliance. The use of mirrors or fiber optics should be considered.

Performing all external inspections to verify ASME BPV Code compliance.

Witnessing all pressure tests and proof tests as required by the ASME BPV Code.

Verifying that welding/brazing procedure specifications, procedure qualification records, and welder/welding operator qualifications (including continuity records) are incompliance with ASME BPV Code requirements.

Verifying welds are made using qualified procedures and qualified personnel. Verify that welders and welding operators are properly qualified for the welds begin performed.

Verifying, as apc) Verifying, as appropriate, that the method and extent of weld repairs to welds and base material are in compliance with ASME BPV Code requirements.

Verifying, as appropriate, that weld joint preparation is in compliance with design and welding documents and ASME BPV Code requirements.

Verifying completed welds comply with ASME BPV Code requirements.

Verifying that only calibrated examination, measurement, and testing equipment are utilized during construction and that such equipment meets the requirements of the Certificate Holder’s quality program.

Verifying all ASME BPV Code-required heat treatment and nondestructive examinations are performed using accepted/approved procedures. Nondestructive examination procedures shall be demonstrated to the satisfaction of the Authorized Inspector.

Verifying nondestructive examination personnel are qualified as required by ASME BPV Code and the Certificate Holder’s quality program.

Verifying nondestructive examination reports meet ASME BPV Code requirements.

Reviewing and accepting non-conformance dispositions and verifying corrective actions performed. Also, verifying non-conformances are closed in accordance with the Certificate Holder’s quality program.

Verifying all records are complete, accurate, maintained, and retained as required by ASME BPV Code and the Certificate Holder’s quality program.

Verifying the Certificate Holder’s representative has accurately completed and certified the Manufacturer’s Data Report form prior to Authorized Inspector certification. The Authorized

Inspector’s Commission number shall be recorded on the Manufacturer’s Data Report as required by the applicable ASME BPV Code.

Verifying all ASME BPV Code requirements have been met before authorizing ASME BPV Code symbol stamping.

Verifying the stamping meets ASME BPV Code, is correct, and has been applied to the correct item, including proper attachment of nameplates.

Verifying the National Board NB symbol and National Board registration number are applied to any item registered with the National Board.

The Authorized Inspector shall attend joint reviews of Certificate Holders to which the Authorized Inspector is assigned. When this is not possible or practicable, a substitute Authorized Inspector shall attend. It is not required for the Authorized Inspector to attend joint reviews of organizations that are inactive if the assigned Authorized Inspector Supervisor is in attendance. An inactive organization is one that has not used its ASME Certificate of Authorization during the previous certification period.
