Job Description:

The Head of US Compliance Programs and Transformation is responsible the US compliance program, including tools, methodologies, reporting and related remediation or improvement work. Additionally, this role partners with the Enterprise Compliance Programs and Enterprise Compliance Transformation teams to bring US regulatory insights to the enterprise program and help to drive a global program that satisfies all of our prudential regulators. This role will sit on the US Compliance Senior Executive team and, as such, be expected to have a voice on the overall strategic direction of the US Compliance program.

Depth & Scope:

  • Provides people management leadership by hiring the best talent, setting goals, developing staff, managing employee performance and compensation decisions, promoting teamwork and handling any/all disciplinary actions, as required

  • Leads the strategy and long-term enablement and capabilities planning for US Compliance by anticipating emerging issues and translating business and organizational challenges into sustainable strategies to continue to meet regulatory expectations and be appropriately aligned with industry practices of peer institutions

  • Executes on Combined US Operations (CUSO) Initiatives in accordance with the TD Global Compliance Department Mandate and the Regulatory Compliance Management Program, but first challenging those programs for US fit before approving any adoption in the CUSO

  • Owns Road to Strong for US Compliance, responsible for Road to Strong Roadmap, delivery of Road to Strong Program with oversight over all workstreams and responsibility for related reporting

  • Owns remediation programs and activities for Compliance programs

  • Facilitates the support of strategy for the Compliance team by supporting the design and implementation of stakeholder engagement plans, programs and projects to support strategic Compliance objectives

  • Works closely with the Regulatory Change team within Compliance on interpreting the impact and advising management of current and emerging regulatory and compliance issues, industry or market developments to ensure that anticipated and regulatory changes are considered in business activities and strategic plans

  • Leads the strategy and long-term enablement and capabilities planning for Compliance programs by anticipating emerging issues and translating business and organizational challenges into sustainable strategies to continue to meet regulatory expectations and be appropriately aligned with industry practices of peer institutions

  • Leads strategic program initiatives to continuously improve Compliance enablement and capabilities

  • Owns US Compliance vision for eGRC Ecosystem and Compliance eGRC strategy and business plan

  • Owns US Compliance engagement with the eGRC program and delivery governance, Compliance advice and input into eGRC related frameworks, policies, processes and procedures

  • With Compliance and Risk partners promotes a strong governance & control environment with periodic assessments against industry practices

  • Leads short-term tactical and longer-term strategic initiatives to continuously improve Compliance enablement and capabilities

  • Leads, in collaboration with other Bank Risk Management and Protect Platform leaders, on opportunities to align strategic planning, enablement, and productivity initiatives across the Risk

  • Owns Compliance Technology/Business Architecture strategy and business plan, owns Compliance accountabilities for Risk's Evolve Program and iD8, and responsible for technology enablement/business architecture team in Compliance

  • Leads fostering innovation and change ready culture within Compliance

Education & Experience:

  • Bachelor's degree required

  • 10+ years related experience required

  • In-depth knowledge of financial services, regulatory and risk industry practices

  • Strong management experience leading regulatory compliance and risk activities

  • Strong Management skills in the development and mentoring of employees

  • Expert in compliance regulations, strategies and risk management; possesses and demonstrates expertise in the advisory, policy, change management, project management and operations

  • Experience establishing and implementing effective regulatory and risk strategies, policies and plans that support ongoing Company business

  • Highest personal and professional integrity and standards to advance TD's vision and protect the brand

  • Strategic thinker; has excellent judgment, achieves the right risk/reward balance

  • Delivers on objectives, focuses on what matters and can work across silos to build effective working relationships

  • Transparent communicator and respected TD representative, both internally and externally
