The VP, Federal Government Relations role protects and enhances TD Bank's interests within government affairs. The VP, Federal Government Relations oversees the development and execution of political, legislative and regulatory programs and strategies. The VP will sit on the federal government relations team working to oversee the development and execution of political, legislative and regulatory programs and strategies.
Depth & Scope:
- Oversees multiple and/or complex government relations activities, projects/programs/strategies that may impact several businesses/product lines/the enterprise
- Recognized as top level government relations expert within the organization and requires significant in-depth and/or breadth of expertise in their in a complex field and knowledge of broader related areas
- Manages/oversees the development and execution of effective tactical and strategic management of government relations that support business objectives, ensuring the Banks interest and reputation are advanced and protected
- Substantial relationship management breadth and influence in leading strategic initiatives, planning and/or integrating executional activities
- Leads projects of significant scope, strategic impact, and complexity
- Provides advisory services to executives, business segment leaders, and governs the requirements for own work
- Integrates knowledge of the enterprise function's or business segments overarching strategy in leading program design, policy formulation or operating standards within one or more areas
- Builds relationships and serves as TD Bank's principal point of contact with executive, legislative and regulatory officials
- Monitors, analyzes, and prioritizes emerging regulatory and legislative issues affecting TD Bank and its business units and, through the Government Relations structure; interacts with middle and senior level management across the organization to determine the impact of such issues on the Bank
- Creates and executes advocacy strategies to favorably influence legislation and regulations, educates public officials and staff and participates in industry lobbying activities to develop grass roots advocacy programs that leverage TD Bank's executives and employees throughout the Bank's footprint and, coordinates regional presidents, the Bank's Government Relations function, communications, and other corporate functions to achieve policy objectives
- Makes recommendations on policy positions to the Head of Government Relations and to other executives; including regional presidents and, participates in TD Bank's Government Relations structure to ensure corporate alignment on issues
- Elevates political and economic profile of TD Bank operations with key public officials plans and participates in meetings and other events that build relationships and goodwill between TD Bank and government officials
- Works with regional presidents, the Head of Government Relations, and other Bank Executives to coordinate and provides direction to trade associations of which the Bank is a member, to ensure that TD Bank's policy objectives are incorporated into their policy positions and policy-making initiatives
- Supports the development and growth of TD Bank's coordinated political giving program under the Head of Government Relations supervision and, in cooperation with the Bank's regional presidents
Education & Experience:
- Undergraduate degree or relevant professional certifications, designations, or equivalent required
- 7+ years of government relations experience with a major multinational organization, a congressional staff member, or as a senior public servant in a relevant business or government department or agency
- Advanced working knowledge of governmental operations at all levels- Federal, State, and Local
- Thorough understanding of U.S. congressional and Executive Branch policy-making processes; including an understanding of the U.S. regulatory structure along with the roles and decision points in the Executive agencies, The White House, the Senate, and the House, as well as the role of think tanks, associations and related organizations
- A sophisticated understanding of the interrelationship between the legislative process and the US political process
- Ability to research and analyze issues related to governmental actions and proposals
- Ability to communicate and work effectively with a broad range of government officials at all levels
- Organizational awareness and resourcefulness - understanding of who to engage in order to identify solutions and resolve issues
- High degree of personal integrity in order to recognize and manage access to sensitive information about the Bank, our strategy, results, people and issues being addressed
- Advanced knowledge of government relations disciplines, and practices, relationship management, external business environment, government operating structures, lines of businesses supported, banking industry, and internal customers supported
- Knowledge of current and emerging competitor and market trends
- Knowledge of risk management environment, standards, and regulations
- Ability to manage a budget and work within the constraints of that budget
- Ability to contribute to strategic direction of the function and provide advice to senior leadership
- Ability to establish goals and objectives that support the strategic plan
- Advanced ability to lead, plan, implement, and evaluate program/project activities to ensure completion of initiatives
- Ability to exercise sound judgement in making decisions
- Ability to make an impact, influence, and achieve results with effective negotiation, problem-solving and communication skills
- Ability to work collaboratively and build relationships across teams and functions
- Willingness to learn the business and develop leadership skills in a condensed timeframe and fast paced environment
- Superior communication skills professional, confident, transparent and concise communicator (verbal and written)
- Excellent judgment, relationship management skills, impact and influence capability, with a demonstrated ability to work effectively with leaders at all levels
Preferred Qualifications:
- Extensive experience working within the federal Executive, Legislative or Key regulatory bodies
- Work with Members of Congress within relevant Committees of jurisdiction including Senate Banking or HFSC as well as within the U.S. Treasury Department.
