Job Description:

The Senior Manager, Policy and AML Program Governance leads and oversees the development, implementation, and maintenance of an AML Program governance requirements tied to the AML Policy and other key FCRM governing documents. Owns and oversees policy related governance processes for FCRM and manages the requests for information from external parties. This role requires strong governance skills. This role is a people leader and reports to the AVP, Policy, Governance Regulatory Change and Regulatory Compliance Management and primary accountabilities include but are not limited to the following:

Job Requirements

  • Lead and oversee development, implementation and maintenance of key AML Program governance processes tied to the AML/ATF framework and policies/standards such as policy exemptions/exceptions, CAMLO and FCRM Dept Mandates, GAML Document Governance Standards, among others
  • Provide guidance on governance frameworks and program requirements
  • Lead/manage all requests for information related to the AML Program that are required externally - e.g., Wolfsberg questionnaires, ESG Report, public AML Statement, Modern Slavery Statement as well as making sure all requests are timely responded to and supported by evidence
  • Owns the FCRM Handbook, oversees the development, implementation of key AML Program governance processes, including policy exceptions, risk-based decisions, FCRM Document Governance Standards. This may include leading/supporting enterprise reporting required for various governance forums
  • Participate in industry/external meetings as assigned and prepare reporting/briefs
  • Lead/manage the broader team/function reporting activities required for governance committees, senior management and the Board/Board Committees
  • Lead/manage the broader team/function reporting activities required for enterprise risk function including risk appetite statements and measures, risk profiling, among others
  • Serve as the AML owner or resource on projects involving critical and complex AML laws and regulations that have a significant impact on the operations or strategy of TD.
  • Maintain the calendar of deliverables for the broader team/function
  • Oversee, lead and manage the procedures and job aids for the broader team/function including processes to make sure there is adherence to the documented procedures
  • Develops and produces metrics for the function and as requested
  • Participate in projects representing the department and/or governance requirements
  • Analyze and report information on program related activities
  • Other duties, as assigned
