We are seeking an experienced Contract Manager to support our Rail Infrastructure business in Pittsburgh, PA. The ideal candidate has at least eight years of progressively responsible, in-house commercial contracting roles, with experience in government contracts, complex commercial agreements, and highly regulated industries. Candidates with a law degree or legal background are strongly preferred.

You will handle the full contract lifecycle, support cross-functional project teams, and ensure that contractual obligations are clearly understood, documented, and implemented. This role requires strong commercial judgment, excellent written and verbal communication skills, and the ability to translate contractual requirements into actionable guidance for project teams.

We operate in a highly regulated industry, and familiarity with federal regulations concerning DOT, FRA, and FTA is desirable.

To thrive in this role, you have:

  • Law degree and contract management experience in public infrastructure and governmental contracts or a bachelor’s degree with a minimum of eight (8) years of relevant work experience in commercial transactions and contract management.
  • Strong drafting, negotiation, interpersonal, and communication skills for work with clients, partners, suppliers, and subcontractors in preparation and management of complex contract documents.
  • Strong understanding of commercial contract administration, lifecycle management, and risk mitigation strategies.
  • Ability to interpret contract terms operationally, translate them into project actions to guide the project team, identify risk, and escalate appropriately.
  • Negotiation skills and experience: develop risk mitigation and settlement strategies and help negotiate and finalize settlement agreements where necessary.
  • Experience managing change orders, amendments, and contract modifications.
  • Strong organization and documentation management skills.
  • Specialized skills and proficiency with project/program control software and web-based program management systems.
  • Familiarity with DOT, FRA, and FTA regulatory frameworks and other regulated industry environments.

What your day-to-day looks like:

  • Manage contracts from execution through project close-out.
  • Identify, interpret, and communicate key contractual risks, obligations, milestones and notice requirements to project teams.
  • Track and monitor all contract obligations and procedures, deliverables, warranties, and reporting obligations.
  • Analyze, evaluate, and resolve diverse matters with government agencies, commercial customers, partners, suppliers, and subcontractors.
  • Serve as the primary commercial liaison to the project team, coordinating with engineering, procurement, finance, and operations to ensure contractual requirements are implemented.
  • Support project leadership in understanding commercial obligations and defining the contract/legal strategy for projects.
  • Ensure all contracts align with business objectives and comply with all applicable laws and regulatory requirements.
  • Maintain logs of scope changes and collaborate with the project team to support preparation of change order, amendments, and contract modification documentation.
  • Coordinate with project controls and finance regarding cost and schedule impacts.
  • Prepare and support development of claim concepts, defense strategies and related documentation.
  • Draft and manage official correspondence with public owners and suppliers/subcontractors in a timely, transparent and professional manner, consulting with management as appropriate.
  • Monitor contract events (duration, deadlines, consequences, losses) and related documentation to ensure timely responses and accurate recordkeeping.
  • Identify and document potential claims with supporting arguments, prepare for and participate in claim negotiations, pre-litigation matters, and dispute resolution.
  • Defend against external claims from clients, partners, suppliers, and subcontractors through the presentation of relevant exonerative facts and documentation.
  • Manage claim-relevant documentation and reporting to ensure visibility of progress and key events to relevant partners.

The pay range for this position is $111,282 - $130,662 annually with a target incentive of 10% of the base salary. The actual wage offered may be lower or higher depending on budget and candidate experience, knowledge, skills, qualifications, and premium geographic location.
