Position Overview:
Siemens Mobility is seeking a professional Project Operations Officer (POPS)/ Configuration & Requirements Manager with a proven track record of organizing and managing complex projects. The Project Operations Officer (POPS)/Configuration & Requirements Manager is responsible for organizing the project from an overall perspective, focusing mainly on project management processes, tools and methods and facilitating communication between all project stakeholders.
The manager is responsible for the creation and submittal of all project plans and documentation according the Contract Data Requirements List (CDRL) and to required documentation/correspondences linked to the customer contract. This manager is also responsible for the configuration and requirements management required for this project.
The POPS will collaborate with the team at a large manufacturing facility where project management, engineering, procurement, and manufacturing are co-located and will execute projects for North American customers in a matrix organization with a primary team of 10 to 20 people. This position reports to the Project Director or the Vice President of Passenger Coaches and Trainsets.
What your day may look like:
- Lead project operations across requirements, change, configuration, verification, and documentation management
- Maintain trackers, dashboards, and correspondence tools to monitor progress and drive issue resolution
- Coordinate cross-functional teams to meet milestones and deliverables using Siemens project methodologies
- Implement and maintain project-specific processes (e.g., PMP), including customer training and documentation submittals
- Identify and mitigate risks, manage scope changes, and develop contingency plans
- Facilitate milestone reviews, risk workshops, and best practice sharing across projects
- Communicate project status to stakeholders through reports, proposals, and presentations
- Mentor and motivate team members to ensure accountability and timely task completion
What You Bring:
- Strong organizational and communication skills
- Experience in technical project management, preferably in rail or complex engineering environments
- Familiarity with Siemens tools and methodologies is a plus
- Ability to lead cross-functional coordination and drive results under tight timelines

- Bachelor’s degree in engineering, business, or a related field
- Minimum 3 years of proven success managing complex projects in rail vehicle manufacturing, heavy industrial environments, or similar sectors
- Strong technical acumen with excellent verbal and written communication abilities
- Confident presenter with the ability to convey complex information clearly to diverse audiences
- Occasional travel required for customer engagements and project coordination meetings
What will make you stand out:
- Bachelor’s degree in business administration or equivalent experience
- 3 years of experience related to the manufacturing of rail vehicles or heavy machinery preferred
- Technical or commercial experience with rail vehicle project management, engineering, manufacturing preferred
- Project management certification via PMI PMP certification is a plus
- Technical experience with complex products/projects and system integration also considered

This position is located in Sacramento, CA. The salary range for this position is $115,266- $130,000 and the annual incentive target is 10% of the base salary. The actual salary/wage offered may be lower or higher depending on budget and candidate experience, knowledge, skills, and qualifications.

The pay range for this position is $115,266.00 - $130,000.00 annually with a target incentive of 10% of the base salary. The actual wage offered may be lower or higher depending on budget and candidate experience, knowledge, skills, qualifications, and premium geographic location.
