We want to get on board an Installation Site Project Engineer who manage the commodity of Civil works & Installation & Commissioning for Signaling and Electrification in Procurement Departmen (as Installation Category Manager).
As part of a Business Unit, we have Regional responsibility for total Purchasing Volume (PVO) of Commodity in the respective region. Organization, controlling and measurement of Pooling and Procurement activities in a virtual/ disciplinary team, working with different Regions from Middle East, Africa, Asia, Spain and Latin America.
AREAS OF RESPONSIBILITY
• Management of Civil works & Installation Commodities. Manage (Sub)commodities globally and foster cross-functional alignment within area of responsibility to ensure best in Supplier Data base structure and organization.
• Define Commodity strategy and organization in alignment with respective Manager; Develop and implement installation service productivity programs/ measures to achieve the maximum contribution to the targets.
• Internal Stakeholders: Direct and manage interdisciplinary work groups in which regional units will participate with the objective of achieving a sustainable increase in the competitiveness of the business unit. This applies to collaborators within the Purchasing department of each Region, as well as other internal stakeholders such as the Bidding and Execution Department.
• Ensure PVO transparency globally by, amongst others, correct ESN coding to ensure a correct reporting and to derive an appropriate commodity strategy.
• Commodity strategies and Pooling strategies: Define and implement strategies (based on conducted demand, market and supplier analyses) within area of responsibility; evaluate and document in Commodity Strategy Master (CSM); communicate the strategies Support superior Pooling functions. Suppliers strategies must be aligned with applicable Region or Country.
• In countries where there is no Purchasing organization to bid and hire installation services, the Installation Category Manager will be the responsible from the creation of the need (launching the requests for offers) to the contracting of the services, including final cost analysis for Civil works & Installation scope of works.
• Comply with the KPIs related to the position (CNI, CTG and ANR).
• Negotiations/Contracts: Define and implement negotiation concepts and strategies to maximize savings. Negotiate, create frame contracts and Project contracts with suppliers; document contracts at Supplier Management Systems (SCM STAR) Management of Supplier Guarantee or Bonds
• e-Procurement: Foster usage of eProcurement tools (eRfX, eAuction/ eBidding).
• Knowledge management. Forward systematically all relevant Procurement related project information (e.g. updated contractual conditions, Supplier Management data) to keep all project participants up to date.
• Risk and opportunity management. Identify procurement risks, opportunities and market forces. Evaluate financial risks within suppliers, sustainability, and single source mitigation plans
• Supplier Management. Perform Supplier Management: Supplier selection, incl. documentation and communication of suppliers, regular supplier and strategic evaluations, supplier qualification and supplier development to obtain and develop the best suppliers and to ensure an optimum supply chain
• Escalation level. When situations arise between the project and the supplier and additional support is required for claim management or for expediting services the CM will be responsible to achieve solutions that meets the business.
REQUIREMENTS FOR THE POSITION
• Degree or Master Mechanical, Electromechanical, Civil Works or similar.
• Deep knowledge in Signalling, Civil Works and/or Electromechanical Installation.
• Fluent speaking and writing level of Spanish and English.
• More than 4-5 years of proven experience as Site Project Manager or Site Project Engineer in managing EPC, Installation and/or Electromechanical projects on field in Railway, Industrial or Energy Sectors.
• Having experience in Procurement Principles is desired.
• Solid Contract Management and Negotiations skills
• Professional level of: SAP, Excel, Power point, Word.
• Systematic use of know-how to solve complex problems. Demonstrates high professional judgement competence. Impact on results in larger organization.
• Excellent communication skills.
• Availability to travel
