What is the opportunity?
The primary objective is to perform Second Line of Defense (2LoD) validations and sustainability testing for issue management and controls within central functions and Caribbean businesses, with a focus on Anti-Money Laundering (AML), Sanctions, and Anti-Bribery and Anti-Corruption (ABAC) regulations. Additionally, this role is responsible for maintaining the Financial Crimes Monitoring and Testing (FCOT) Canada (Enterprise) and Caribbean Test Schedule, as well as tracking and documenting the impact of regulatory updates/other trigger events on the FCOT testing program. This requires active participation in oversight planning, scoping, fieldwork, and reporting. Effective communication with stakeholders and senior management is also essential, providing regular updates on issue management findings and collaborating to address any identified issues.
What will you do?
Execute FCOT’s Issue Management Oversight Plan:
- Lead on the validation of Financial Crime issue closures for Canada and Caribbean with a view to confirming sustainability of controls/processes to mitigate repeat issues.
- Oversee Financial Crimes Issues Management activities including follow-up on the progress of Financial Crime issues to ensure resolution in a timely and reasonable manner or to ensure visibility of items that may slip or require extension, ensuring relevant approvals are obtained
- Provide effective challenge to ensure Financial Crime examination and self-identified issues and action plans are well-written and risk-appropriate, including assigned ratings for issues.
Execute FCOT’s Test Schedule:
- Develop and maintain schedule of testing activities and communicate plan with stakeholders covering Canada and Caribbean regions.
- Track, document and coordinate with applicable stakeholders testing deferrals, and schedule changes.
- Obtain and maintain necessary test schedule approvals and share with applicable stakeholders.
Document and track Regulatory changes impacting FCOT:
- Support with the development of FCOT’s Framework for Proactive Regulatory updates, including the development of standards, procedures and tools in support of implementation of the Framework.
- Track and maintain regulatory changes and impacts to FCOT testing ensuring informing the team and management.
- Conducting and document an impact analysis.
- Engage FCOT and / or other applicable stakeholder(s) to determine Regulatory impact on FCOT testing
Oversight and Reporting Activities:
- Provide support to senior management during audit and regulatory engagements.
- Keep abreast of regulatory trends and industry best practices.
- Contribute to ongoing and ad-hoc projects and initiatives, including those related to the operationalization of the Enterprise Issue Management program.
What do you need to succeed?
Must have:
- Bachelor’s Degree or equivalent work experience
- 5-7 years of experience in AML SME within a 2nd line or audit testing function.
- Very strong interpersonal and analytical skills
- Strong written and oral communication skills; business writing experience
- Very good working knowledge of Microsoft suite of software
- Knowledge of International laws and regulations related to AML and ATF
- Working background/experience with the major business segments of RBC or other FIs
- Experience as an AML SME within an Audit/Testing Function.
