Job Summary

WHAT IS THE OPPORTUNITY:
• The Senior Director, Enterprise Control Testing (ECT) Center Operations, as part of the Enterprise Chief Control Office, has leadership and operational accountability for First Line of Defense control assessments across all RBC platforms and functional units. The leader will drive consistency, operational excellence and effectiveness of control assessments leveraging scale, data and automation to lead a global team of control assessment and operational risk professionals.

The Enterprise Chief Controls Office (ECCO) is a centralized first line of defense group with the goal of embedding a culture of risk ownership and operational excellence by elevating the control environment and driving consistency and quality of risk practices to minimize loss and regulatory sanction, drive cost efficiencies, and accelerate execution to enable growth.

Job Description

WHAT WILL YOU DO:

Primary responsibilities include:

Control testing operations execution and excellence (50%) - Oversee the teams across multiple geographies perform control testing for RBC’s platforms and functional units, ensure adherence to ICMS and ICMP and meet service level agreements (SLAs)

Talent development and leadership (25%) – As the head of the control testing centers, leading and inspiring the team by developing a cohesive team culture, setting the tone for the team, support the development of the employees and address any personnel issues that may arise

Embedding a robust risk culture within ECT, including ensuring operational resiliency (15%) - Driving a robust risk environment within ECT by providing thought leadership, leading improvements to the controls environment and managing potential operational risks within ECT

Strategy and design (10%) - Inform the evolution of the ECT testing centers to drive consistency across the teams, apply external best practices, enhance testing practices and implement advanced capabilities (such as automation, technology, artificial intelligence) to drive improved effectiveness and efficiency

  • Accountable for the execution of enterprise-wide control assessments based on Internal Control Management Policy and Standards (ICMP / ICMS) and annual control testing plans.
  • Manage staffing, resource/capacity planning, and work prioritization to achieve service levels
  • Responsible for geographically distributed control assessment teams driving strong team culture and engagement and executing change management plans to support key strategic initiatives
  • Continuously improve the effectiveness and efficiency of RBC’s control testing environment, and evolve the testing practice to drive standardization, scalability, effectiveness and efficiency; review and approve procedural and policy documentation for the team
  • Maintain an enterprise-wide view of the effectiveness of RBC’s keys controls across all operational and NRF risks; as primary ECT relationship lead with 1LOD and 2LOD partners, lead relevant reporting to senior management and coordinate/provide input for regulatory updates
  • Collaborate with partners to ensure ineffective controls are resolved in a timely manner
  • Establish a culture of integrity, innovation and continuous improvement within ECT Centers through a strong understanding of the RBC Internal Controls Management Policy and Standards (ICMP/ICMS) and operational and non-financial risk; actively develop and build the team’s skills and identify opportunities to train and upskill
  • Ensure operational resilience and business continuity planning, including leveraging alternate location strategies, manual backups, well-documented and resilient processes, succession planning and cross training

WHAT DO YOU NEED TO SUCCEED:

Must have:

  • Strong people management experience in a complex operating environment leading a global operations teams managing through multiple priorities and meeting service expectations
  • Operational risk management expertise (first and/or second line of defense) and extensive experience in the design and evaluation of internal controls
  • Experience leading in a matrixed environment, managing a diverse group of senior stakeholders; strong negotiation and influencing skills
  • Strong communication and presentation skills, ability to tailor to various levels of seniority

Nice-to-have:

  • Development and execution of a centralized controls testing strategy supporting partners from different platforms and functional units, and effectively managing team capacity to meet SLAs
  • Previous experience working in highly regulated business environments in the financial services sector; preferred: Knowledge and/or experience working across different platforms and/or functional units of a diversified financial services firm, including exposure to multiple geographies
  • Familiarity with key regulations and controls testing best practices
  • Lean Six-Sigma (i.e. Black Belt or Master Black Belt), continuous improvement and/or automation expertise
