Senior Recruiter – Ottawa

Quarry Consulting is growing, and we’re looking for an experienced Senior Recruiter to join our team.

This is a hands-on recruiting role for someone who enjoys owning priority searches, finding great people, and working closely with clients and our Sales and Proposal teams to get results.

You’ll recruit across both the private and public sectors, supporting permanent and contract placements as well as Government of Canada RFPs and competitive submissions.

What You’ll Do

• Lead full-cycle recruitment for IT and professional roles across private sector, federal government, and broader public sector clients
• Own priority and difficult-to-fill searches from intake through placement
• Proactively source and build strong candidate pipelines using LinkedIn Recruiter, Bullhorn, referrals, and your professional network
• Interview and qualify candidates for skills, experience, availability, compensation/rates, security clearance, and overall fit
• Build strong candidate submissions tailored to client requirements
• Review government RFP requirements and identify mandatory and rated criteria, security clearances, certifications, and required experience
• Work closely with Account Managers, Business Development, and Proposal teams on active opportunities and RFP submissions
• Maintain accurate candidate and pipeline information in Bullhorn
• Develop and maintain relationships with high-demand consultants and candidates
• Provide market intelligence on candidate availability, compensation, rates, and emerging skill requirements

What We’re Looking For

• Strong full-cycle recruiting experience, ideally within staffing, consulting, technology, or professional services
• Experience recruiting for both private sector and Government of Canada clients
• Experience supporting federal government RFPs or procurement vehicles such as TBIPS, THS, or TSPS
• Demonstrated success recruiting IT and technical professionals
• Experience recruiting for contract and/or permanent positions
• Strong sourcing and candidate engagement skills
• Experience with LinkedIn Recruiter and ATS/CRM platforms such as Bullhorn
• Excellent communication, organization, and attention to detail
• Ability to manage multiple priority searches and deadlines
• A proactive, collaborative approach and a strong sense of ownership

Nice to Have

• Knowledge of Government of Canada security clearance requirements
• Experience recruiting within high tech, defence, aerospace, or financial services
• ACSO or Contract Security Program (CSP) experience
