The role

We are hiring a Monitoring Officer (12-month term) and a Senior Finance Officer (15-month term) to support the Finance and Procurement Services Branch. Ideal candidates will demonstrate our core values of Integrity, Excellence, Respect and Creativity.

Monitoring Officer - 12-month term (Bilingual Imperative BBB/BBB)

Do you have a proven record of making professionally sound decisions and judgments to provide advice, direction and recommendations to management regarding financial processes? Then you are the candidate we are looking for.

The Financial Monitoring team is looking for a Monitoring Officer who will be responsible for reviewing key financial processes and internal controls to ensure that their design are appropriate and that internal controls are working as intended. Duties include planning and executing or coordinating monitoring activities through statistical sampling, data mining, data analytics or data base query mechanisms, to ensure that business processes such as accounts payable, credit card purchases, transfer payments, revenue collections, asset acquisitions and assets under construction are processed in compliance with policies and procedures and that proper internal controls are in place. Additionally, the Monitoring Officer can lead special projects to review, evaluate and investigate the effectiveness and efficiencies of internal control, financial management and compliance with existing policies, systems, procedures and practices.

Senior Finance Officer, Accounting Operations - 15-month term (Bilingual Imperative CBC/CBC)

In addition, the Accounts Payable team is looking for a Senior Finance Officer who will be responsible for account verification framework and reporting for the oversight committee in addition to other tasks including supervision and Section 33 approvals for payments, interdepartmental settlements and payroll. Account analysis and verification of issues as well as ad-hoc inquiries.

Applicants must demonstrate within the content of their application that they meet the following screening criteria in order to be given further consideration as candidates:

Education

Bachelor’s degree from a recognized university with specialization in accounting, finance, business administration or commerce. Possession of a Chartered Professional Accountant (CPA) designation, or active enrollment in a CPA program leading to designation, is considered an asset.

An equivalent combination of education and extensive experience with financial accounting operations in the Government of Canada may be considered.

Experience

  • Significant experience* in analyzing and interpreting complex financial information.
  • Significant experience in summarizing data, reporting results and providing recommendations on best financial practices, policies and processes to managers and/or finance staff.
  • Significant experience in analyzing, developing and implementing business processes and procedures.
  • Experience** working in financial audit engagements.
  • Experience in reporting on findings.
  • Recent and significant experience in financial management and accounting in the federal government would be an asset.
  • Experience with data query tools such as IDEA would be an asset.

*Significant experience is defined as three (3) to five (5) years.
**Experience is defined as a minimum of one (1) year.

Candidates will be assessed on the basis of the following criteria:

Technical competencies

  • Expert knowledge of accounting, financial and business principles.
  • Strong knowledge of risk management concepts.
  • Expert knowledge of financial management policies and application and dissemination procedures.
  • Knowledge of audit practices and techniques including familiarity with risk-based audit plans and the execution of such plans as well strong knowledge in applying analytical auditing procedures, including available technological tools (e.g. Excel or IDEA for sampling).
  • Working knowledge of SAP or similar software is considered an asset.

Compensation

From $81,546 to $110,623 per annum.

In addition, the incumbent who meets the language requirements will receive the Bilingualism Bonus of $800 per year.
