The role
We are looking for a Lead, Infrastructure Services to support our Real Property Planning and Management Branch. The incumbent would be someone who shares our core values of Integrity, Excellence, Respect and Creativity.
Reporting to the Regional Operations Maintenance Manager, the incumbent will supervise, mentor, and support a team of three or more Contract Administrators, fostering a collaborative and high-performing team environment. They will also provide guidance and professional development opportunities to enhance team performance.
In addition, the Lead provides technical leadership and collaborates with stakeholders to define project scopes, timelines, and budgets. They will coordinate with contractors and service providers to schedule and execute maintenance and infrastructure activities with minimal disruption to operations. 
The successful candidate will also be responsible for facilitating the oversight of management and infrastructure safety and health requirements, assisting with obtaining advice and/or recommendations to clients concerning hazardous waste materials in collaboration with the HSE Environment Group. They will organize and supervise the activities of contractors tasked with the storage, removal, and disposal of hazardous waste materials. They will also perform regular site and grounds inspections, develop estimates, discuss financial implications with the supervisor, and recommend remedial work when required.
The incumbent leads the process of renewing service contracts by reviewing the scope of work and providing technical recommendations for changes. They will also lead or contribute to the Request for Proposals (RFP) process, including contract evaluation, preparation, tendering, etc.

Education
College diploma in Architectural, Mechanical Engineering, Electrical Engineering Technology or a related discipline.

Experience
- Significant* experience supervising and leading technical or administrative staff, including assigning work, monitoring performance, providing coaching, and identifying training needs.
 - Significant* experience managing multiple service contracts, including scope development, tendering (RFP preparation and evaluation), contract administration, and contractor performance monitoring.
 - Significant* experience coordinating and overseeing infrastructure maintenance, repair, and recapitalization projects, including scheduling, budgeting, and ensuring compliance with building codes and safety regulations.
 - Significant* experience managing hazardous waste storage, removal, and disposal processes in compliance with WHMIS, Occupational Health and Safety, and Transport of Dangerous Goods regulations.
 - Significant* experience applying project management principles to plan, execute, and close projects within budget and schedule, while minimizing operational disruption.
 - Significant* experience inspecting facilities, grounds, and building systems to identify deficiencies, recommend remedial action, and prepare cost estimates.
 
The following experience criteria would be considered as assets:
- Experience complying with procurement and contracting policies within a federal government or public sector environment.
 - Experience overseeing site infrastructure systems such as roads, watermain distribution, storm and sanitary systems, and fire protection systems.
 - Experience managing grounds maintenance services, including snow removal, vegetation management, and pest control contracts.
 - Experience responding to infrastructure-related emergencies, including hazardous materials incidents, and implementing emergency preparedness plans.
 - Experience using Microsoft Office applications (Outlook, Word, Excel) and SAP ERP for project tracking, reporting, and communication.
 
* Significant experience is defined as two (2) to six (6) years of experience.

- Strong knowledge of federal government procurement processes, including the Request for Proposal (RFP) process, preparation of RFP documents, tendering procedures, and evaluation of submissions.
 - Strong knowledge of policies, legislation, processes, and terminology related to service contracts and contract administration.
 - Knowledge of building codes, construction safety standards, and industry best practices for maintenance, recapitalization, and infrastructure projects.
 - Knowledge of site infrastructure systems, including roads, watermain distribution systems, storm and sanitary systems, and fire protection systems.
 - Knowledge of regulations, standards, and best practices for hazardous waste handling, storage, removal, and disposal, including WHMIS, Occupational Health and Safety (OHS), and Transportation of Dangerous Goods (TDG) requirements, legislation, and policies.
 - Knowledge of regulations, policies, and processes related to maintenance of landscaped areas, including snow removal, vegetation management, and wildlife control.
 - Ability to plan, coordinate, and manage multiple infrastructure maintenance and recapitalization projects simultaneously while meeting deadlines and budget requirements.
 - Ability to develop cost estimates, prepare technical specifications, and provide recommendations for infrastructure projects and service contracts, including budget submissions.
 - Ability to conduct site inspections, identify deficiencies, and recommend remedial actions in alignment with applicable codes and standards.
 - Ability to manage the work of multiple contractors to ensure quality, safety, and compliance.

Compensation
From $83,435 to $107,838 per annum. 
In addition, the incumbent who meets the language requirements will receive the Bilingualism Bonus of $800 per year.
