Work Arrangements: Due to the nature of the work and operational requirements, this position is eligible for a hybrid work arrangement (combination of working onsite and telework). Employees in this position who telework will be required to travel to the identified work site at least three times per week or a minimum of 60% of their regular work schedule at their own expense.

NRC-IRAP supports small and medium-sized enterprises (SME) in Canada to grow wealth creation for Canada through technological innovation. NRC- IRAP helps firms to develop technologies and successfully commercialize them in a global marketplace. They do this by providing technical and business advisory services and financial assistance to the small and medium-sized enterprises they serve.
We are seeking enthusiastic people to join our Division Services Office who are passionate about these innovative and growing companies and want to be part of a group of dedicated professionals looking to further this exciting mandate. As a Program Advisor, you love to work with subject matter experts including our internal staff to design and deliver high quality, engaging and innovative solutions. You are creating authentic and enduring relationships with people across the organization and are constantly seeking feedback. The Program Advisor plays a key role in preparing business cases and planning strategic programs and projects, which includes development and operational deployment.
Reporting to NRC-IRAP’s Program Expertise Reporting Services Manager, the incumbent is part of the team who collects, curates and shares program information with internal and external stakeholders to support the senior leadership team, organizational business operations and decision making.
This role will:
- Collect, analyze, and present data-driven insights on programming and socio-economic trends affective innovative SMEs to support informed decision-making and continuous improvement within our organization.
- Support the organization's data-driven decision-making by formulating, implementing, and optimizing data strategies.
- Bring expertise in analytics and reporting as well as experience with the use of statistical and analytical tools to strengthen the capacity of the organization in leveraging its data and reporting on its performance.
- Engage with stakeholders for strategic alignment of data and programming objectives.
- Lead projects in collaboration with program advisors, officers and stakeholders.
- Supervise staff including program officers and students.

Education
Postsecondary degree in science, engineering, business or public administration, mathematics, economics or in another field that is relevant to the duties of this position.
Bachelor or Master degree with a specialization in analytics or statistical analysis is considered an asset.

Experience
- Experience in corporate level planning, operations and/or policy development in a government or business environment.
- Experience in providing to senior management expert advice and guidance in analytics and reporting.
- Experience in research of policy, analysis, preparation and presentation of detailed reports on issues related to innovation, science and technology policy.

Compensation
This position is classified as a Research Council Officer (RCO), a group that is unique to the NRC. Candidates are remunerated based on their expertise, outcomes and impacts of their previous work experience relative to the requirements of the level. The salary scale for this group is vast, from $64,739 to $183,010 per annum, which permits for employees of all levels from new graduates to world renowned experts to be fairly compensated for their contributions.
In addition, the incumbent will receive the Bilingualism Bonus of $800 per year.
