Contract Duration: Up to {12} Months

Reporting to the Senior Manager, Controls Compliance, you will manage and identify effectiveness of control measures, with respect to controls compliance activities, internal controls over financial reporting using strong knowledge of the COSO Framework.

You will also manage, oversee, and recommend modifications and enhancements to financial and operational systems by understanding corporate objectives, analyzing work systems related to internal controls over financial reporting, and IT general controls management.

About the Role

  • Liaise with control owners to update and maintain ICFR narratives.
  • Manage ICFR charter, ensuring requirements are fulfilled and documented.
  • Lead cycles for evaluating key controls for Internal Control over Financial Reporting (ICFR) testing in addition to strengthening the overall internal control environment related to specified workstreams of reconciliations and attestations and General Ledger (GL) chart of accounts.
  • Enhance policies related to governance on financial reporting and refine the governance framework and infrastructure on financial controls at the LCBO.
  • Monitor Risk and Control Matrix (RACM) updates, identify and assess risks and recommend process improvements to strengthen controls impacting the financial statement, in alignment with the COSO Framework.
  • Review and assess existing financial controls frameworks, processes and controls, identifying issues/opportunities, make recommendations to enhance the financial control environment, and oversee implementation of changes and improvements.
  • Provide oversight to and guidance on financial reporting related controls.
  • Monitor remediation of outstanding gaps with controls owners, providing guidance to remediate control deficiencies identified through gap analysis and ICFR testing.
  • Review and mitigate remediation plans with management, segregating interim actions from long-term measures for Post Incident Reviews (PIRs) if required.
  • Manage and coordinate the annual plan and ICFR documentation for assigned test cycle(s).
  • Maintain and report documented remediation and monitoring plan with recommendation to address deficiencies and gaps and preparing reports to Audit Committee (when required).
  • Coordinate with Internal Audit Services (IAS) and External Auditors i.e., Office of the Auditor General of Ontario on ICFR testing, updating and providing controls compliance related documentation.

About You

  • Post-secondary education in Accounting, Business Administration or Commerce is required. An accounting or Finance designation CPA, CA, CIA is an asset.
  • Detailed understanding of audit assertions, their practical application related to financial controls, in-depth knowledge of governance, risk and compliance frameworks such as COSO 2013 and regulatory frameworks that govern ICFR.
  • Additional certifications covering other audit or compliance requirements like CISA, ISO etc. will be a bonus.
  • 7+ years experience in internal and / or external audit, controls and compliance framework.
  • 5+ years experience in project planning and execution covering planning, scheduling, resource allocation, leading and motivating the project team, manage stakeholder expectations etc.
  • Good leadership and mentoring skills and strong ability to work effectively in a team environment.
  • Advanced knowledge of Word, PowerPoint, Excel and Visio is required.
  • Sound analytical, problem solving, report writing and presentation skills.
  • Effective communication both written and verbal, organizational and time-management skills.
  • Ability to make decisions based on a combination of data, professional judgment and common sense.
