Responsibilities

The EDA Global Software License Compliance Manager will report to the EDA Global Business and Operation Director and will have the following roles and responsibilities:

  • Global Program Leadership
  • Lead the global EDA software license compliance strategy, establishing governance, detection processes, and KPIs. Ensure all enforcement actions are legal and compliance.
  • Develop global frameworks for case classification, risk scoring, escalation, and remediation.
  • Collaborate with corporate Legal, Cybersecurity, IT, Sales, Product Team and Business Development teams to ensure compliance systems and evidence chains meet domestic and international standards.
  • Develop and execute strategic plans to identify and engage with software infringers globally.
  • Set budget for overall cost of compliance program

  • Compliance Actions & Enforcement
  • Under global and local IP laws and software compliance regulations, direct and execute software piracy and unlicensed-use enforcement actions in high-risk countries, working with local investigators, law firms, and public security bureaus when appropriate.
  • Oversee the identification, profiling, and prioritization of infringing entities using unauthorized EDA software.
  • Lead forensic evidence collection. Review and validate evidence of infringements, and manage case documentation consistent with Local and global legal requirements and global IP standards.
  • Coordinate with the Sales and Legal teams to convert infringing users into licensed customers or pursue legal settlement when necessary, including but not limited to settlement agreements negotiation and execution.

  • Internal Cross-Functional Collaboration
    • Partner with Legal, Sales(both Software and Hardware), Business Units, Finance, and IT globally to manage end-to-end compliance workflows.
    • Work closely with Product Management and R&D to strengthen license protection mechanisms
    • Lead the team to ensure proper entitlement tracking, renewals, and contract enforcement after remediation.

  • Analytics, Reporting & Continuous Improvement
    • Develop and maintain a global compliance analytics dashboard capturing infringement trends, revenue recovery, and geographic risk heatmaps.
    • Identify patterns of misuse and recommend technical or commercial mitigation actions.
    • Provide quarterly business reviews to executives summarizing compliance outcomes, ROI, and next-step actions.

  • External Partnerships & Education
    • Manage relationships and activities with external copyright enforcement service providers.
    • Collaborate with law enforcement, local IP protection associations, and international anti-piracy organizations as necessary.
    • Support Keysight’s global messaging on IP integrity and ethical software usage.

Qualifications

Basic Qualifications:

  • Bachelor’s degree in Business, Law, Computer Science, or related field.
  • 18+ years of experience in software license compliance, IP enforcement, or digital forensics, ideally within EDA, CAD, or technical software industries.
  • Proven track record in China-based enforcement and IP investigation, including collaboration with external investigators or government IP offices.
  • Proven leadership experience managing cross-functional teams and external partners.
  • Strong understanding of Chinese IP and cyber law and familiarity with global IP protection frameworks.
  • Excellent analytical skills to assess infringement cases and quantify business impact.
  • Fluent in Mandarin and English; strong written and negotiation skills in both languages.
  • High integrity, confidentiality, and ability to work under pressure with sensitive data.

Preferred Qualifications:

  • Master’s degree or MBA
  • Deep knowledge of EDA licensing systems.
  • Experience in software forensic tools, telemetry analytics, or data correlation.
  • Prior collaboration with global sales or legal teams in multinational environments.
  • Certifications: CFE, CISSP, or CCEP.
