Responsibilities
The Director of Export Compliance & Policies leads a global team responsible for the design, governance, and strategic execution of the company’s export compliance program. Reporting into the Legal function, this leader is accountable for maintaining a best-in-class program that supports business enablement while ensuring compliance with global export control and sanctions regulations, including the EAR, ITAR, OFAC, and non-U.S. regimes.
This position plays a critical role in advising on export compliance risks, driving programmatic improvements, and managing a cross-functional team that includes jurisdiction and classification (JC), licensing and policy professionals, and regional compliance specialists.
Program Leadership
- Direct and evolve the company’s export compliance program in alignment with global regulations, internal controls, and business objectives.
- Manage a team responsible for product classification, licensing strategy, training, policies, and execution support.
- Lead the development, deployment, and governance of global export policies, procedures, and tools.
- Oversee regional compliance representatives and ensure alignment between corporate policies and local execution.
Legal & Advisory Support (if attorney or in partnership with Legal)
- Interpret and apply U.S. and international export regulations (e.g., EAR, ITAR, OFAC, EU Dual Use) to support business decisions.
- Provide timely, practical legal guidance on export-related questions, including classification, licensing applicability, and compliance obligations.
- Evaluate compliance risk across transactions, jurisdictions, and end uses; escalate or recommend mitigation where appropriate.
- Partner with Legal to ensure consistent interpretation of regulatory requirements and to align policy development with legal obligations.
Cross-Functional Collaboration
- Serve as the central point of contact between Legal, Global Logistics, Sales, Engineering, and Operations on export compliance matters.
- Partner with internal stakeholders to integrate compliance requirements into business processes, systems, and product development.
- Support integration of export controls into trade compliance systems (e.g., SAP GTS, Oracle GTM).
Training & Culture
- Oversee global training initiatives to promote export compliance awareness and accountability across all functions.
- Promote a culture of compliance, ethical conduct, and transparency.
Monitoring & Continuous Improvement
- Drive a risk-based approach to internal monitoring, audits, and metrics to assess program effectiveness.
- Lead root cause analysis and corrective actions for control failures or noncompliance.
- Evaluate emerging regulatory trends and evolving risk areas; adapt policies and controls accordingly.
Qualifications
Required
- 10+ years of experience in export controls, international trade compliance, or related legal/regulatory fields.
- Demonstrated leadership of global or multi-functional teams.
- Deep knowledge of U.S. export laws (EAR, ITAR, OFAC) and practical experience applying them to complex products or services.
- Proven experience managing export classification and licensing activities.
- Strong interpersonal skills and ability to influence across business, legal, and operational stakeholders.
Preferred
- JD or equivalent legal qualification (preferred, but not required).
- Experience interpreting and advising on export control regulations in a corporate or legal setting.
- Experience managing export compliance risks related to U.S.-origin items, technology, or software destined for China, including end-use/end-user diligence, license requirements, and evolving regulatory restrictions, is highly desired.
- Familiarity with non-U.S. export regimes (e.g., EU Dual Use, Chinese export controls).
- Experience with ERP or export compliance systems (e.g., Oracle GTM).
- Technical background (engineering, physics, or similar) is a plus, especially for JC oversight.

This position requires access to certain goods, software, technology, or technical data subject to U.S. export control laws and regulations. Under these laws and regulations, U.S. persons (which includes U.S. citizens, U.S. nationals, lawful permanent residents, refugees, and asylees) working for Keysight can access export-controlled items without authorization from the U.S. government. CA pay range: MIN $188,660 - Mid point $251,450 - MAX $314,430
