We are currently seeking a high calibre professional to join our team as an Manager Compliance Advisory.
Role Purpose
  • The Compliance function is a Second line of defence (LOD) function, responsible for providing oversight, guidance, support and reviews and challenges the activities of the Group’s businesses (also referred to as “the First LOD”) to ensure that they effectively manage as “Risk Owners” and “Control Owners” the Regulatory and Financial Crime Compliance risks[1] inherent in or arising from the conduct of their activities for which they are responsible. The Second LOD consists of 'Risk Stewards' who are independent of the commercial risk-taking activities undertaken by the First LOD. The Compliance function is a Risk Steward for a number of non-financial risks in accordance with HSBC Group’s risk framework.
The Manager, Compliance Advisory, is a key strategic risk steward role that has a broad remit and responsibilities for providing oversight, guidance, and management, of all aspects of Regulatory and Financial Crime Compliance risks.
The responsibilities of the Manager, Compliance Advisory are to:
  • Articulate the Regulatory Compliance and Financial Crime risks for the Philippines and applicable line of business.
  • Primarily to support the applicable line of business in the Philippines, to maintain an effective control framework and to ensure compliance with all relevant external laws & regulations, internal codes and policies, and good market practices.
  • Provide advisory services to the applicable line of business in the Philippines in order to ensure clear understanding of compliance risk exposure with respect to clients, transactions, and products.
  • To exercise risk steward review and challenge, act as independent trusted advisor in governance forums, issues management, fostering a compliance culture, and optimizing relations with risk owners and control owners.
  • To stay at the forefront of key regulatory changes to ensure proactive communication with the business and develop appropriate policy and framework to manage the changes, particularly extra territorial changes and those that may result in breaches or penalties.
  • Primary point of contact of the LOB on day-to-day channel concerns to ensure processes are coordinated, implementation risks and issues are considered and addressed.
Principal Accountabilities:
Impact on the Business
  • Day-to-day oversight on Compliance policies and systems that impact Philippines and ensure that the Group’s exposure to Regulatory Compliance and Financial Crime risks is managed in a commercially sensitive, practical, and cost effective manner.
  • Provide advice, support, review and challenges on Regulatory Compliance and Financial Crime risks to stakeholders, Compliance, and other colleagues.
Customers / Stakeholders
  • Ensure that the applicable line of business in the Philippines’s local senior management and regional Compliance stakeholders are appropriately advised of all material Compliance related matters relating to Philippines.
  • Lead / liaise with relevant country and regional stakeholders within the applicable line of business in the Philippines, other Global/Regional Business and Functional teams to provide expertise on Regulatory matters
  • Manage and foster a strong relationship with all relevant regulators in relation to the activities of the applicable line of business in the Philippines and ensure timely disclosure of relevant information, and regulatory compliance related matters.
  • Ensure that positive relationships are maintained with other external stakeholders relevant to the Compliance agenda.
Leadership & Teamwork
  • Maintain and develop positive and professional working relationships with stakeholders, senior business managers, and Compliance colleagues at the Group level and those in other Regions and Businesses.
  • Strong communication and working relationship within the applicable line of business in the Philippines, Regional Compliance, other Risk Disciplines, Functions and Global Businesses to ensure implementation of new disciplines.
Operational Effectiveness & Control
  • Create a framework for the effective risk-based monitoring of the implementation of Regulatory Compliance risks related policies and controls across Philippines.
  • Support the applicable Head of LoB Compliance Advisory in the implementation, embedding and monitoring of the adherence to the Compliance FIM in Philippines.
  • Resolve any/all identified issues promptly, and escalate concerns to applicable Head of LoB Advisory and other senior managers as appropriate to ensure timely awareness of any material concerns.
Qualifications
Experience, Skills and Qualifications
  • Significant experience as a regulator, or a compliance manager across all areas of Compliance risk within a global firm, in the financial services industry.
  • Detailed and extensive knowledge of the HSBC Group structure, its business and personnel, and HSBC’s corporate culture.
  • Excellent communication and inter-personal skills, with experience of dealing with executives at all levels.
  • Ability to develop practical, cost effective solutions to complex local/regional/global issues.
  • A professional background in a relevant risk or audit discipline.
