The Team

Our Human Services Transformation offering delivers large, complex systems development and transformation projects to Human Service agencies across federal, state, and local government agencies.

Work you’ll do

As a Project Delivery Manager in the GPS Customer HST group you will:

  • Collaborate with Development Teams: Provide database technology support for multiple application projects, particularly those supporting human services programs (e.g., eligibility, case management, benefits delivery).
  • Integrated Support:Work with project domains to support performance testing, infrastructure upgrades, and integration with other DHS systems (e.g., Medicaid, SNAP, TANF).
  • Streamline Operations:Partner with internal database teams to automate and optimize health checks, monitoring, and maintenance tasks for systems supporting sensitive citizen data.
  • Strategic Planning:Engage with client database teams and DHS management to plan and execute database patching, upgrades, and modernization aligned with state and federal compliance requirements.
  • Lead Modernization Initiatives:Drive cloud migration, database modernization, and infrastructure cutover projects, ensuring minimal disruption to critical human services applications.
  • Data Migration & Security:Advise on complex data migration initiatives, ensuring data integrity, privacy, and compliance with regulations such as HIPAA and FISMA.
  • Compliance & Audit:Implement and maintain database security controls, support audit processes, and ensure compliance with state and federal data protection standards.
  • Documentation:Develop and maintain process flows, standards documentation, and operational runbooks tailored to the needs of the public sector and human services applications.
  • Technical Guidance:Provide expertise and feedback on database technology in technical upgrade and architecture review meetings.
  • Disaster Recovery:Collaborate with development and client DBA teams to design, test, and validate disaster recovery plans for mission-critical systems.

Qualifications

Required:

  • Bachelor’s degree (or equivalent) in any pertinent field or industry
  • 10+ years of IT experience, specializing in supporting Oracle and SQL databases for custom application development, deployment, and implementation within large-scale, mission-critical environments
  • 5+ years of experience managing or supporting databases containing Child Support Enforcement (CSE) data, including demonstrated knowledge of and compliance with IRS Publication 1075 requirements for safeguarding Federal Tax Information (FTI) in public sector or human services environments.
  • 5+ years of experience supporting database environments for public sector, healthcare, or human services organizations, with a demonstrated understanding of data privacy, regulatory compliance (such as HIPAA), and mission-critical application support for programs like Medicaid, SNAP, or TANF.
  • 7+ years of experience in Relational Database Management System (RDBMS) and OLTP/DW environments.
  • 3+ years of experience in Oracle SQL, PL/SQL coding, review and tuning
  • Limited Immigration sponsorship may be available
  • Must be located in Harrisburg, PA
  • Ability to travel 0 - 40%, on average, based on the work you do and the clients and industries/sectors you serve.
