Against this backdrop, CPS is seeking an accomplished and forward-thinking human resources executive to serve as its Sworn/Civilian Deputy Chief, Human Resources. This is a significant leadership opportunity to influence the future of one of Canada’s largest municipal police services and shape the people, culture and organizational capabilities that will support CPS in the years ahead.
Reporting directly to the Chief of Police and serving as a key member of the Executive Leadership Team, the Sworn/Civilian Deputy Chief, HR will lead the Calgary Police Service’s people, culture and organizational development agenda. With responsibility for both sworn and civilian Members, the Sworn/Civilian Deputy Chief, HR will influence the employee experience across the Service, strengthen leadership and workforce sustainability, and ensure CPS has the talent and capabilities required to deliver on its mandate today and into the future.
Leading the Bureau of People & Organizational Development, the Sworn/Civilian Deputy Chief, HR provides executive oversight to the Learning & Recruitment, Human Resources, and Wellness & Culture divisions. This broad and impactful portfolio encompasses Employee Services; Diversity, Equity, Inclusion & Human Rights; Labour Relations; People Strategy & Performance; Talent Acquisition; the Chief Crowfoot Learning Centre; Wellness; and Workforce Planning.
Beyond the leadership of the Bureau, the Sworn/Civilian Deputy Chief, HR will contribute to the overall strategic direction of CPS and play an important role in advancing organizational transformation, innovation and modernization. Working collaboratively across the Service and with community partners, government and other key stakeholders, the Sworn/Civilian Deputy Chief, HR will champion a healthy, professional and inclusive workplace where accountability, wellness, leadership and development are prioritized. They will ensure diversity, equity, inclusion and belonging are embedded throughout the employee lifecycle and help CPS to attract, develop and retain exceptional sworn and civilian talent.
The successful candidate will bring at least 10 years of progressive senior leadership experience preferably from large, complex public safety organizations. The ideal candidate will leverage extensive knowledge of labour relations, collective bargaining, occupational health and safety, and equity, diversity and human rights. An undergraduate degree in Human Resource Management, Business Administration or a related field is required; a master’s degree and experience within, or an understanding of, the criminal justice system are assets.
An exceptional relationship builder and communicator, the successful candidate will bring the credibility, judgement and collaborative leadership style required to work effectively within a complex, highly visible organization. They will demonstrate an ability to build genuine and meaningful partnerships across the Service and with external partners, while providing thoughtful, progressive people leadership in support of CPS and the community it serves.
CPS is seeking a highly respected, credible and inspirational leader committed to the ongoing professionalization of the Service and to strengthening innovation, operational support and the development of future leaders. The successful candidate must be able to obtain RCMP Top Secret Security Clearance. For sworn members, candidates must, at a minimum, be confirmed at the rank of Superintendent or Inspector.
