Job Description / Duties

Key responsibilities include, but are not limited to:

• Provide leadership and operational direction in the delivery of all facets of security operations associated with the Legislative Assembly, ensuring the safety and security of elected Members, staff and the visiting public;
• Develop, implement, communicate, monitor and enforce security policies, standards and procedures;
• Maintain order and security within the Legislative Precinct, which includes the Legislative buildings and grounds, Chamber, galleries and committee rooms;
• Provide advice on security for the constituency offices of elected Members throughout New Brunswick;
• Exercise the powers and authority of a peace officer as defined in the Criminal Code in carrying out duties under the Legislative Assembly Act;
• Act as liaison with elected Members, Legislative staff, law enforcement agencies and government departments with respect to Legislative security matters;
• Recruit, train and supervise Legislative security staff;
• Manage and administer budgets, staffing and other resources;
• Act as liaison with the Department of Transportation and Infrastructure, contractors and others with respect to construction and maintenance projects in the Legislative Precinct;
• Safekeeping of the Mace, furniture and fittings of the House, and other duties as may be assigned.

To carry out these responsibilities, the Sergeant-at-Arms must have:

• The ability to work effectively in a non-partisan manner within a political environment;
• Exceptional interpersonal skills, judgment, tact and diplomacy, demonstrating the highest degree of personal and professional integrity;
• Clear and persuasive written and oral communication skills.

Qualifications / Required Skills

ESSENTIAL QUALIFICATIONS:

• Post-secondary education in public safety, criminology or a related program;
• Minimum of seven years of senior-level leadership experience in justice, public safety, law enforcement, military or intelligence services, or similar related experience;
• Ability to maintain qualification for firearms and use of force equipment;
• Experience in the management of building operations and maintenance.

Subject to the response of this competition, an equivalent combination of training and experience may be considered or the required years of experience may be increased.

Written and spoken competence in English and French is required. Please state your language capability on your application and identify your preferred language for assessment.

ASSET QUALIFICATIONS: Preference may be given to candidates who demonstrate one or more of the following asset qualifications:

• Comprehensive knowledge of the principles of facility security, preventive security and law enforcement in a high-profile environment;
• Demonstrated experience in the development of security policies and procedures and in implementing security services in a high-profile environment;
• Demonstrated experience in planning and risk assessment related to management of large demonstrations and protection of critical infrastructure;
• Knowledge of building and civil construction and building operations systems;
• Experience in project management and public procurement, including contracting for services;
• Demonstrated ability to effectively manage staff and to inspire and motivate a multidisciplinary team;
• Knowledge of parliamentary procedure and processes;
• Experience in business continuity planning;
• Ability to interpret and apply legislation, regulation and policy.

Before an appointment can be made, the successful candidate will be required to complete the following:

• Second language evaluation unless a valid second language evaluation certificate is provided;
• Reference checks;
• Criminal record check;
• Attain and maintain a New Brunswick Top Secret security clearance.

Employer Profile

The Legislative Assembly of New Brunswick is seeking an experienced individual to serve as Sergeant-at-Arms. Reporting to the Clerk of the Legislative Assembly, the Sergeant-at-Arms, a senior permanent officer of the Legislative Assembly, works closely with the Speaker, Clerk and senior management to plan, implement and manage security operations within the Legislative Precinct.

The Sergeant-at-Arms coordinates and performs traditional ceremonial roles related to the business of the Legislative Assembly and attends each sitting of the House. The Sergeant-at-Arms is also responsible for overseeing the operations and maintenance of the Legislative buildings and grounds.

Office location: 706 Queen Street, Fredericton

Hours of work: Monday to Friday, 8:15 a.m. – 4:30 p.m., with evening and occasional weekend obligations based on the House’s sitting schedule and operational requirements.
