Position Overview
Calian is looking for a Senior Project Manager to manage and assist in the administration of various C4ISR projects associated with existing and new goods and services for our government client. Communication systems represent a significant element of many of these projects.

Responsibilities
- Liaise directly with end users to assist in identifying and defining operational requirements;
- Participate in the preparation and administrative oversight of various project documents in accordance with the DND Project Approval Directive (PAD), including but not limited to Minor Project Submissions (under $5M), Statements of Operational Requirement (SOR), Statements of Capability Deficiency (SOCD), and Statements of Work (SOW) for projects ranging in size from less than $1M to over $100M;
- Assist in the preparation, review, and coordination of rough order of magnitude, indicative, and substantive cost estimates;
- Conduct cost-benefit analyses;
- Develop and maintain several existing Microsoft Access (MS Access) databases;
- Provide feedback, if necessary, for translated documents (French to English) as required;
- Prepare and coordinate meetings and minutes;
- Take the lead or provide technical advice on all telecommunications-related projects to include radios (up to Type 1 secure), cell phones, Satellite Communications (SATCOM), Global Positioning System (GPS), and networks (classified and unclassified);
- Provide advice or assistance in shaping requirements into project documentation in relation to the strategic direction of the organization; and
- Maintain an electronic library of work in progress, delivered items, and review comments; and must perform version control.
Qualifications
- Bachelor’s Degree in Science or Engineering and a Master’s Degree in Science or Engineering
- Five (5) years within the last eight (8) years providing support to three or more federal government projects, with each of the projects having a minimum value of $5M, with direct involvement in a minimum of three of the following project phases: Project Option Analysis, Project Identification, Project Definition, or Project Implementation
- Five (5) experiences within the last ten (10) years providing support to the officer-director level of leadership (or equivalent and above). This experience must be demonstrated by the resource having attended, provided collaborative support, briefed key stakeholders during the following: Senior Review Boards (SRBs), Defence Capability Boards (DCBs), Program Management Boards (PMBs); or other equivalent department boards (these must be chaired by an officer-director or their deputy to qualify)
- Five (5) years combined experience within the ten (10) years preparing and reviewing a minimum of three (3) types of documents related to the Federal Government department investment plans, such as, but not limited to: Project Complexity and Risks Assessments (PCRAs), Investment Plan Change Proposals (IPCPs), Corporate Submissions, Business Case Analysis (BCAs), or Project briefs
- Four (4) years experience within the eight (8) years working on Level II and Level III Canadian, FVEY, or NATO classified systems (i.e. CSNI, SPARTAN, CTSN, SIPR, JIANT, BICES, NSWAN, etc.)
- Two (2) years in the last three (3) years of combined experience using the following Microsoft software: Word, PowerPoint, Microsoft Access, Excel, and Outlook
