AECL delivers its mandate through a Government-owned, Contractor-operated (GoCo) model, where a private-sector organization, Canadian Nuclear Laboratories (CNL), manages and operates AECL’s sites.

Business Services and CFO Executive – Canadian Nuclear Laboratories

The Business Services and Chief Financial Officer (CFO) supports CNL in making sound business decisions based on a solid understanding of CNL's business model, its contractual obligations, position in the industry and legal obligations. The CFO balances the complex financial needs of a matrixed organization to maximize CNL’s revenue and assets to the benefit of the organization and the Canadian Taxpayer, while maintaining compliance within a highly complex accounting context. The CFO needs to blend project-based financial discipline with a business mindset that supports innovation and new ventures, moving beyond cost management to lead the organization to a better place. The CFO must establish both technical credibility and strategic leadership credibility to take the organization to the next level of performance. They are responsible for all finance, accounting, internal controls, transaction processing, forecasting, budgeting, treasury, and tax.

Job Responsibilities / Duties:

  • Formulate and execute financial strategies that align with the company's objectives to drive growth and profitability.

  • Manage cash flow, investment strategies, and capital structure to maintain optimal liquidity and financial stability.

  • Identify, evaluate, and mitigate financial and operational risks, including insurance programs, foreign exchange and commodity exposures, interest rates, and credit risks with customers and vendors.

  • Oversee budgeting, forecasting, and financial planning processes, including long-term strategic outlook, annual operating plans, and quarterly updates. Provide insights and recommendations to senior management.

  • Serve as the primary contact for relationships with lenders, banks, key investors, and other financial institutions. Ensure all covenant compliance and lead debt and equity financing activities.

  • Ensure adherence to all financial regulations, reporting requirements, and internal policies.

  • Develop and lead a high-performing finance team, fostering a culture of excellence and continuous improvement.

  • Advise senior leadership on overall long-and short-term strategic issues, including matters related to financial management (e.g., forecasting and budgeting), organizational performance, and growth strategies.

  • Deliver on all financial reporting, controls, and accounting requirements of all government, contractual, and other key stakeholders, while complying to due diligence requirements.

Education / Qualifications:

  • Bachelor’s degree in finance, accounting, or a related field. CPA, MBA, or relevant advanced degree required.

  • Minimum of 15 years in finance and treasury management with a proven record of strategic leadership and financial expertise.

  • Proven ability as a CFO to drive financial and organizational performance, and provide sound, business-oriented strategic consultation to the executive team, and act as trusted financial liaison to a Board of Directors.

  • Skilled in developing comprehensive budgets, forecasts, and financial models to guide resource allocation and maintain financial sustainability.
  • The successful candidate must be able to obtain and maintain a valid work authorization and other required documentation in Ontario, Canada.

  • Leading at the VP or similar level

Proven ability to successfully lead a team to achieve organizational goals.

  • Managing large, highly complex projects

Proven approach to plan, organize, monitor, and deliver incredibly large and complex projects.

Experience working with a variety of complex and demanding stakeholders and rights holders which demand time, attention, and, at times, difficult conversations.

Sound understanding of change management principles, having successfully been a part of a significant transformation and culture change.

Experience working in environment that is subject to significant regulatory oversight and scrutiny; expertise working with industry appropriate regulatory bodies.

  • Leading and working cross-culturally

Experiences that support an understanding of cultural and geographical nuances.

Pay: $245,000 - $325,000

The base salary range for this position in Virginia (US-VA) at the start of employment is expected to be between $245,000 and $325,000 per year. However, the base salary offered is based on local job market factors, and may vary further depending on factors specific to the selected job candidate, such as job-related knowledge, skills, experience, and other objective business considerations. Subject to these considerations, the total compensation package for this position may also include other elements, such as an annual cash incentive in addition to a full range of medical, retirement, and/or other benefits. Details of participation in these benefit plans will be provided at such time the selected job candidate receives an offer of employment. If hired, the selected job candidate will be employed 'at-will,’ unless employed at a location and in a position subject to a collective bargaining agreement. The company further reserves the right to modify base salary (as well as any other discretionary payment, compensation or benefit program) at any time, including for reasons related to individual performance, company or individual department/team performance, and other market factors.
